Fund Manager

About the Role
The Western Pennsylvania Teamsters and Employers Pension Fund (“Fund”), located in Pittsburgh, Pennsylvania is seeking an experienced Fund Manager to lead day to day administration and compliance for a multi employer defined benefit plan. The Fund Manager will oversee the day-to-day operations of the Fund to include management of the staff who support the administration of the benefit plan, in accordance with the respective Trust Agreement and Plan Document adopted by the Trustees. The ideal candidate will be an experienced leader who excels at supporting, mentoring, and motivating staff; overseeing benefit operations and compliance; facilitating efficient and effective communication within an organization; and championing the Fund’s strategic initiatives.
The Fund Manager will be responsible for developing and monitoring policies/procedures and performance standards, and ensuring compliance with relevant statutes, regulations and requirements (including ERISA, DOL and IRC). In addition, the Fund Manager must interact collaboratively with the Trustees, Local Union Offices, employers, professional advisers and colleagues, at all levels, both inside and outside the organization. The Fund Manager will act as a liaison with the Fund’s vendors and professionals, and provide guidance relative to plan rules, policies, procedures, and priorities. The successful candidate is also responsible for effectively communicating plan and policy changes to office staff, participants, employers, vendors, and colleagues.
The Fund Manager will report directly to the Board of Trustees. The incoming candidate will initially shadow the current Fund Manager who plans to retire in the third quarter of 2026.
Beginning in the second quarter of 2026, the Fund will be implementing a new benefits administration system, ISSI, a Bridgeway Benefit Technologies software solution. The Fund Manager will play an active role in overseeing the implementation project, supported by Segal, the Fund’s administration and technology consultant.
The Fund collects contributions from approximately 96 employers to provide defined benefit pension benefits to approximately 3,600 active participants and 12,500 retirees, survivors and beneficiaries. Responsibilities
Key responsibilities of the position include (but are not limited to):
Administrative/Operational
- Interpret and apply the provisions and amendments of the Trust and Plan documents and remain informed of all plan provisions for the Fund.
- Act as the initial contact for Business Agents, Trustees, and external stakeholders; communicate regularly with unions, employers, participants, advisors, vendors, and agencies.
- Oversee and monitor the day-to-day operations of the Fund to ensure financial and operational accuracy and compliance with benefits administration.
- Establish and monitor Fund Office policies, procedures and standards to ensure level of professionalism and prompt, accurate service to members. Periodically review and reengineer processes and procedures to ensure efficiency and accuracy.
- Make eligibility determinations in accordance with the rules of the Plan and provide final approval for pension calculations and death benefits.
- Review difficult or complex appeals, inquiries or escalated customer service issues that cannot be routinely handled by the Fund Office staff.
- Communicate with benefits administration system vendor concerning system functionality problems and system modifications.
- Produce month end reports, positive pay, and tax withholding files.
Regulatory Compliance and Advisory
- Ensure adherence to ERISA, DOL, IRS, and related requirements for administration of the Fund.
- Coordinate preparation and ensure completion of all government filings and annual reporting (Form 5500, PBGC premiums, 1099s, SAR, participant notices, MRD notices, etc.).
- Oversee the accurate and timely distribution of Summary of Material Modifications, Annual Notice to Pensioners of IRS Withholding, Annual Notice of Minimum Required Distribution, notices to Separated Vested participants and annual tracking of missing participants.
- Provide independent, objective, and unbiased opinions regarding all aspects of the Fund’s operations.
Meetings and Legal
- Develop agendas, coordinate materials with plan professionals, and attend all Trustee meetings.
- Represent the Fund at industry (e.g. NCCMP, IFEBP) and Union meetings as needed.
- Manage privileged communications with the Fund’s Legal Counsel. Represent the Fund in hearings, depositions, and mediations, as needed.
Investments and Banking
- Coordinate with insurance brokers to ensure adequate coverage is maintained.
- Monitor investments, ensure timely transfers per Trustee direction, and sign investment management documents and directives.
- Provide secondary authentication for online banking transactions. Review and approve statements, billings, invoices, etc.
Qualifications
- Bachelor’s degree and/or CEBS certification preferred.
- 10+ years in defined benefit plan administration.
- 7+ years in senior level management with executive decision making and Trustee interaction.
- Significant experience in Taft Hartley/collectively bargained environments.
- Deep knowledge of employee benefit plan regulations (ERISA, DOL, PPA), plan design, and interpretation.

- Proficiency in Microsoft Office Suite and Google Workspace.
- Appreciation for the regulatory and political landscape.

The Funds offer a competitive salary range of $125,000 - $150,000 commensurate with experience and a generous benefits package including healthcare benefits with premiums paid by the employer, employer-funded Defined Benefit pension, paid time off during the year and paid holidays.
